Banning user doesn't send notification (#42)

Banning user (as it is publishing PubSub item) should send notification to subscribed users informing about new user being banned. However, according to the report, those notifications are not being sent.

I've checked and if user is subscribed I've confirmed that notifications are being sent. Waiting for confirmation or mode details about the issue from the reporter of the issue.
